    Description:

      Abstract:

        The Colorado Natural Heritage Program (CNHP) collects data on rare and

        imperiled species, subspecies and unique natural communities in

        Colorado. An element occurrence (EO) represents a location in which a

        species, subspecies or natural community is, or was, present. An EO has

        potential continued (or historic) presence and/or regular recurrence at

        a given location and has practical conservation value. Due to the

        sensitive nature of these data, EOs were used to generate a list of

        elements by 7.5 minute USGS quadrangles. This file represents all tracked

        species, subspecies and natural communities currently located on a

        particular 7.5 minute USGS quadrangle, historically located on a

        particular 7.5 minute USGS quadrangle and potentially located on a

        particular 7.5 minute USGS quadrangle. Data are for non-commercial use

        only.

 

      Purpose:

        CNHP provides information on the distribution of Colorado's rare and

        imperiled species, subspecies and unique natural communities to public

        and private agencies and individuals for environmental review,

        proprietary land management, resource planning, biological and

        ecological research and general scientific reference.

 

      Supplemental_Information:

        Data were derived from field surveys performed by CNHP and other

        credible sources such as Forest Service personnel, Bureau of Land

        Management staff, etc. Data are available in Arc/Info export format

        (subclass eors) or ArcView shapefile format; feature type is regions

        or multi-part shapes. If an Arc/Info export file is requested,

        attributes for the regions coverage are stored in .pateors.

 

        Lists of elements by quadrangle were generated by intersecting EO

        data with a quadrangle coverage to generate a list of elements

        per quad. Records with general mapping precision (imprecise locational

        data) were converted to centroids prior to the intersection to avoid

        grossly inflating the number of elements potentially located on a quad.

        Polygon data were used during the intersection for all other records. 

       

        Mapping methodology for EOs used to generate the list of elements in this

        file:

 

        Old Method:

        Data were compiled onto 7.5 minute U.S.G.S. topographic maps. Point

        coordinates, representing the centrum of the occurrence, were measured

        manually in degrees, minutes, and seconds of longitude and latitude.

        Coordinates were converted to decimal degrees and used to generate a

        GIS point coverage with single precision.

 

        During the data conversion process, all point data had to be converted

        to polygons. Points were buffered by mapping precision, the spatial

        uncertainty of the element occurrence, in order to capture the maximum

        extent of the occurrence (ex. EO with seconds mapping precision) OR to

        represent the entire area in which an EO could fall (ex. EOs with minutes

        or general mapping precision). Natural community polygons were created

        differently. Least rectangles, the bounding box of an occurrence, were

        generated using the northernmost, southernmost, westernmost and

        easternmost coordinates of the community. Any natural community

        without least rectangle coordinates was entered into the system as a

        point and buffered by mapping precision.

 

        The old method did not adequately represent the locations of large EOs

        or EOs with high spatial uncertainty. In response to these concerns,

        NatureServe, CNHP's parent organization, designed the Biodiversity

        Tracking and Conservation System (BIOTICS) which integrates spatial

        data using ArcView 3.2a (ESRI 1992-2000) with narrative and tabular

        data using Oracle 9i (Oracle Corporation 1994-2002). To learn more

        New Method:

        For EOs with seconds mapping precision:

        1) any EO larger than 12.5 meters (CNHP's minimum mapping

        unit) in length and width is digitized as a polygon,

        2) any EO greater than 12.5 meters in length but less than 12.5 meters

        in width is digitized as a line and buffered 6.25 meters for a total

        width of 12.5 meters, and

        3) any EO less than 12.5 meters in length and width is entered as a

        point and buffered by 6.25 meters (for a diameter of 12.5 meters) if

        the coordinates were captured via GPS and differentially corrected.

        Points not captured via GPS are given larger buffer distances. These

        distances are based on the information provided by the data source or

        the best estimate of CNHP's information managers.

       

        EOs with minutes or general mapping precision cannot be accurately

        mapped since the data source did not provide specific directions. CNHP

        might know an EO is within a county, PLSS Township or a State Wildlife

        Area. In these examples, CNHP would use GIS layers of counties,

        Townships and managed areas to represent the possible location of the

        occurrence. Hence, polygons of minutes and general EOs represent the

        area in which the EO could occur.

 

        CNHP is reviewing EO polygons as time and funding allows. Eventually,

        all EOs will meet new methodology standards. Currently, 48% of

        occurrences meet new methodology standards.

       Attributes are transcribed by one information manager and

       quality controlled by a second information manager. In

       addition, all items were checked for invalid or null values

       in GIS and found to be satisfactory. An assessment of the

       accuracy of attributes captured in the field by the observer

       has not been completed.

         Data are provided from multiple sources. CNHP cannot

         ground truth every occurrence provided by a secondary data

         source, hence, attribute accuracy is dependent on the

         expertise of the field biologist.

 

   Logical_Consistency_Report:

     Arc/Info export coverage was found to be topologically correct

     in Arc/Info Workstation 9.0 SP3. Data were imported from an

     ArcView shapefile and cleaned (dangle length and fuzzy tolerance

     set to .1m). No node, label or region errors are present. The

     ArcView shapefile does not have topology.

 

   Completeness_Report:

     Only elements tracked by CNHP are included in this dataset.

     Refer to http://www.cnhp.colostate.edu/list.html for an up-

     to-date list of tracked elements. While we strive to have the

     most comprehensive database of significant biological resources

     as possible, field work is driven by funding sources. Not all

     areas of the state have been surveyed by CNHP biologists. CNHP

     collects and integrates biological data from partners, however,

     we cannot claim that all significant secondary sources of data

     are included in this dataset. CNHP also has a "back log" of data,

     essentially hard copy field forms organized in filing cabinets

     that have not been processed and added to the digital dataset.

     Typically these include field forms submitted by secondary data

     sources where no source of funding exists to process the

     information. The absence of data in any particular geographic

     area does not necessarily mean that species or ecological

     communities of concern are not present. In addition, new plants

     and animals are still being discovered. These data should not be

     regarded as a substitute for on-site surveys required for

     environmental assessments. 

 

     Mapped locations of EOs are more complete for certain species

     and geographic locations than others (although CNHP cannot be

     confident that the distribution of any element is completely

     known).

 

     CNHP contracts with local, state and federal entities, with

     assistance from Great Outdoors Colorado (GOCO), to perform county-

     wide biological inventories. Data in these counties are typically

     more complete than non-inventoried counties. Counties inventoried

     by CNHP (both upland and wetland focus unless otherwise noted)

     include: Archuleta (2002, 2004 and wetland focus in 2005), N.

     Alamosa (1997, wetland focus), S. Alamosa (2003, wetland focus),

     Conejos (1999), Costilla (2003, wetland focus), Delta (1997, upland

     focus), Dolores (2004, wetland focus), Douglas (1994, upland focus),

     Eagle (1999, upland focus), El Paso (2000), Fremont (2005, wetland

     focus), Garfield (2000), Grand (2005), Gunnison (2002, wetland focus),

     Hinsdale (2006, wetland focus), Jefferson (1992, upland focus), La

     Plata (2003), Larimer (1996 and 2004), Mesa (1996 and 2001), Mineral

     (1998, upland focus), E. Montrose (1998), W. Montrose (1999, upland

     focus), Ouray (1998), Park (1995 and 2000), Pitkin (1997 and 1998,

     upland focus), Pueblo (2000 and 2002), Rio Grande (1999), Routt (1995,

     wetland focus), Saguache (1997), San Juan (2002 upland focus), San

     Miguel (1999, upland focus), and Summit (1997).

 

     CNHP also contracts with local, state and federal entities to map

     known locations of certain species. Animals we have spent considerable

     effort mapping include: Bufo boreas pop. 1 (boreal toad Southern Rocky

     Mountain population), Zapus hudsonius preblei (Preble's meadow jumping

     mouse), Oncorhynchus clarkii pleuriticus (Colorado River cutthroat trout),

     Centrocercus minimus (Gunnison Sage Grouse) and Tympanuchus pallidicinctus

     (Lesser Prairie-chicken).

 

     Plants we have spent considerable effort mapping include:

     Astragalus debequaeus (Debeque milkvetch), Eriogonum pelinophilum (clay-

     loving wild-buckwheat), Gaura neomexicana spp. coloradensis (Colorado

     butterfly plant), Lesquerella congesta (Dudly bluffs bladderpod),

     Penstemon grahamii (Graham's beardtongue), Penstemon harringtonii

     (Harrington's beardtongue), Penstemon penlandii (Penland beardtongue), 

     Penstemon scariosus var. albifluvis (White River beardtongue), Phacelia

     submutica (Debeque phacelia), Physaria obcordata (Piceance twinpod),

     and Ptilagrostis porteri (Porter feathergrass).

   Positional Accuracy:

     Horizontal_Positional_Accuracy:

       Records with seconds mapping precision are typically mapped onto

       1:24000 USGS topographical maps or collected using GPS units.

       Minutes records are mapable within 1 mile in any direction. Records

       that exceed 1 mile of uncertainty are mapped as general records.

       All of these records were used to generate a spatial dataset of

       elements by 7.5 minute USGS quadrangle.

     Methodology:

       CNHP is part of a global network of conservation data centers, all

       collecting biological data in the same way. To learn more about

       Data are collected from multiple sources. The most common data sources

       are CNHP biologists, Colorado Division of Wildlife, U.S. Forest Service,

       Bureau of Land Management, National Park Service, Rocky Mountain

       Bird Observatory, Colorado State Parks, Colorado Natural Areas Program

       and the Colorado Native Plant Society. Herbariums throughout the

       country are searched. The most common include the University of

       Colorado Herbarium, Colorado State University Herbarium, Rocky Mountain

       Herbarium, Intermountain Herbarium, Kathryn Kalmbach (Denver Botanic

       Gardens) Herbarium, Denver Museum of Natural History and Gillette

       Insect Biodiversity Museum. Numerous journals, books, articles,

       published and unpublished reports, personal communication with local

       experts and electronic databases are also used to map and transcribe

       occurrences.

   Process_Step:

     1) Data are collected in the field by CNHP biologists or other experts.

     2) Data are digitized and transcribed in BIOTICS by CNHP information

        managers.

     3) Prior to export, data integrity scripts are run to ensure spatial

        and narrative information are synchronized.

     4) Oracle attributes are joined to the element occurrence shapefile.

     5) Attributes are quality controlled in GIS for invalid or null values.

     6) General records are converted to points and intersected with the

        geographic quadrangle file. All other records are retained as polygons

        and intersected with the quadrangle file.

     8) A summary field is added that concatenates element codes and quad

        codes. This field is then summarized to generate a list of elements

        by quad code.

     9) In Arc/Info workstation 9.2 SP2, a relate is created using the list

        of elements by quad code and the geographic quad file.

     10) Rejoinjoin is used to connect the attributes to the quad file.

      The list of elements includes species, subspecies and natural

      communities currently known to be on a particular quad, historically

      known to be on a particular quad, and potentially located on a

      particular quad (i.e. records with imprecise mapping precision were

      used to generate this file) as regions or multi-part shapes. Attributes

      include unique identifiers, scientific and common names, imperilment

      ranks and federal and state legal status. CNHP stores unique identifiers

      for each tracked element (G_ELMNT_ID and S_ELMNT_ID). If you have a

      question regarding an element on a particular quadrangle, please

      provide one of the element codes and the quad code when contacting CNHP.
